HRMS and HCM Software
HR software covers four purchases that are routinely confused: a full HCM suite, an HRIS for a smaller team, a payroll-led product, and an employer of record. The last is not software you run your HR on at all, it is a service that employs people on your behalf in countries where you have no entity.
For readers in the UAE and the wider Gulf there is a second problem, and it is the one that costs money. Payroll is jurisdictional. A vendor claiming payroll in a hundred countries may support none of them the way your local regulator requires, and Wage Protection System compliance in particular is either specifically supported or it is not. This directory therefore records UAE and GCC payroll as a separate capability from payroll generally, and marks it not verified unless a vendor source names the region. A general claim of global coverage is not treated as evidence for a specific country.
That caution is deliberate. A wrong capability claim here would not cost a buyer a feature, it would cost them a compliance failure.
Capability support is recorded as yes, no or not verified against a source. Published per-employee pricing is common at the smaller end of this category and is recorded with the unit and billing period exactly as the vendor states it.

How to choose
How to choose in this category
Decide what the system of record is for. If you need one place that holds the employee record and feeds everything else, you are buying an HRIS or an HCM suite. If you need to pay people correctly in a specific country, you are buying payroll, and the HR features are secondary. If you need to employ people where you have no legal entity, you are buying an employer of record and should not evaluate it against an HRIS at all.
Verify payroll for your jurisdiction specifically, in writing. Ask the vendor to name the country, state whether payroll is native or delivered by a partner, and confirm handling of local requirements such as WPS file generation, end-of-service gratuity and visa or Emirates ID data. Treat a global coverage map as marketing until you see your country named in a document.
Plan the finance interface early. Payroll that does not post cleanly to the general ledger creates a monthly reconciliation task that never goes away. Payroll to ERP integration and HRMS to ERP integration cover what to specify and the failure modes to avoid.
Check attendance against how you actually work. Shift patterns, overtime rules and site-based clocking are where HR systems either fit an operational workforce or quietly do not. A product built for salaried office staff will struggle with rotating shifts and allowances, and that gap rarely shows up in a standard demo.
Be realistic about modules you will not use. HCM suites are priced as suites and sold on breadth. Learning, succession and workforce planning are frequently bought and never implemented. Scope what you will actually deploy in year one and price that.
Read the per-employee price carefully. Published figures in this category often exclude payroll, exclude onboarding, or carry a platform minimum that dominates the cost for a small team. Where a vendor publishes a figure, this directory records the unit and period as stated so the comparison is like for like.
Frequently asked questions
Because missing evidence is not evidence of absence. This directory records a capability as no only where a source states it is genuinely unsupported, which is rare. Everything else that could not be confirmed is shown as not verified, with the gap stated. That is less tidy than a full matrix of ticks and crosses, and considerably more honest.
This varies far more than vendors suggest. Products built for salaried office populations often handle rotating shifts, site-based clocking and allowance calculations poorly, and the gap does not appear in a standard demo. Take your most complicated real shift pattern and allowance rule to the demo and ask to see it configured.
Most organisations under a few hundred employees do not. Suites are priced and sold on breadth, and modules such as learning, succession and workforce planning are frequently licensed and never deployed. Scope what you will implement in the first year and evaluate against that, not against the full module list.
An HRIS is software you run your HR processes in. An employer of record legally employs people on your behalf in a country where you have no entity, and charges a fee per employee for doing so. They are not substitutes. An EOR solves a legal and tax problem; an HRIS solves an administration problem. Some organisations need both.
Only where a vendor source names it, and this directory records UAE and GCC payroll as a capability separate from payroll in general for exactly that reason. A vendor claim of payroll across many countries is not treated as evidence for the UAE specifically. Where we could not verify it, the capability shows as not verified, which means it has not been confirmed rather than that it is absent. Confirm it in writing with the vendor, and ask whether payroll is native or delivered through a local partner.
