HRMS and HCM Software · Global employment and EOR
Deel HR
by Deel
Tiered HR and HRIS product on Deel global employment platform, managing employees, contractors and employer of record workers in one system. UAE coverage is delivered through employer of record or client owned entity payroll.
What it is
Start with the category point, because it is the one that stops buyers making an expensive mistake. An employer of record is a fundamentally different purchase from an HRIS. With an HRIS you hold the employment relationship and buy software to administer it. With an EOR a third party legally employs your worker in a country where you have no entity, and you pay a per employee service fee that is an order of magnitude larger than HR software. Deel and Remote are not substitutes for BambooHR, HiBob or Personio, and those products are not substitutes for Deel and Remote. If someone is comparing a 5 dollar HRIS seat with a 599 dollar EOR fee on the same spreadsheet, the spreadsheet is wrong.
Deel HR is the HR layer on that platform, sold in tiers named Core, Advanced and Elite, with the HRIS described as Deel HRIS included in Deel HR Core and recruiting or ATS priced separately. Capabilities evidenced on Deel own pages include worker profiles, org chart, job architecture and job levels, documents, workflows and approvals, country specific time off rules, time tracking with local leave rules and automatic overtime calculation, onboarding workflows, an ATS, performance and learning in the Advanced tier, compensation and headcount planning in Elite, self service with a directory and policies, compliance including policy templates for 150 plus countries and compliant offboarding and whistleblowing, a mobile app for iOS and Android, and a documented REST API with OpenAPI 3.0.1, webhooks, an MCP server and a CLI.
Is Deel HR free? Deel own pages contradict each other, so this directory records it as paid. The current product pages state Core from 5 per person per month, Advanced 19 and Elite 29, with no free tier mentioned and only a demo offered. A Deel blog post, last updated June 2026, says Deel is offering Deel HR for free for any business and calls it a free global HRIS, with no conditions or caps stated. The product pages win, and the contradiction is published here rather than resolved silently. All those figures print a bare dollar sign with no ISO code, so USD is inferred.
UAE coverage is explicit, and explicitly employer of record. Deel UAE hiring page states a best in class employer of record setup handling local laws, tax, benefits and payroll with no local entity needed, with a monthly payroll cycle. For companies that already hold a UAE entity, Deel says its PEO services can run payroll and compliance for direct employees, and Global Payroll covers direct employees of businesses that already have an entity; a Deel blog listing payroll countries includes the UAE, and a general FAQ on that page states that clients must own an entity in the country where Deel provides services, otherwise to consider EOR. WPS is not mentioned on any Deel page read, and whether Deel runs UAE payroll through its own entity or an in country partner is not stated. Both are unknown and should be asked directly.
Capabilities
Each capability carries its own verification status. “Not verified” means exactly that: it has not been checked, and must not be read as absent.

Deel UAE page describes employer of record handling local laws, tax, benefits and payroll with no local entity needed, on a monthly cycle. For clients who already hold a UAE entity, Deel offers PEO and Global Payroll, and its own FAQ states that clients must own an entity in the country where Deel provides services, otherwise to consider EOR. WPS is not mentioned on any Deel page read, and whether UAE payroll is run through a Deel entity or an in country partner is not stated. Both are unknown. source |
| Payroll processing Native payroll calculation and payment runs, in at least one jurisdiction. | Yes | Deel runs payroll against the same worker profile. Global Payroll is a separate product from the Deel HR tiers. source |

| Published price | USD 5 per person per month, Deel HR Core tier |
| Note | Deel HR tiers are published as Core 5, Advanced 19 and Elite 29 per person per month. All print a bare dollar sign with no ISO code, so USD is inferred from Deel being a US headquartered vendor rather than stated. Recruiting and ATS are priced separately with no figure seen. Free version is recorded as unknown because Deel own pages contradict each other: the current product pages show paid tiers with no free option, while a Deel blog post last updated June 2026 says Deel HR is free for any business with no conditions stated. Other platform figures, all starting at and all bare dollar signs, include employer of record 599, US PEO 125, contractors from 49 and contractor of record 325 per person per month. An AED per employee figure in a Deel UAE blog was seen only in a snippet and is deliberately not published. |

Strengths and limitations
Strengths
- Deel names the UAE explicitly and offers three routes into it, employer of record without a local entity, PEO, or Global Payroll for clients who hold their own entity. verified source
Limitations
- Deel own pages contradict each other on whether Deel HR is free: product pages show paid tiers from 5 per person per month while a blog post updated in June 2026 calls it free with no conditions stated. verified source
- In the UAE, Global Payroll requires the client to hold its own entity, otherwise the route is employer of record at a far higher per employee cost, and WPS is not mentioned on any Deel page. verified source
- Features are tier gated: performance and learning in Advanced, headcount planning in Elite, and the ATS priced separately, so the entry figure buys much less than a feature list implies. verified source
- This reads as an HR layer on a payroll and EOR centric platform. Gulf specific HR depth such as end of service gratuity accrual is not evidenced. editorial
Who it suits
Organisation sizes: Small, Enterprise
Deel fits companies employing people in countries where they have no legal entity, and companies managing a mixed population of employees, contractors and EOR workers who all need to sit in one directory. That is a real and common problem and Deel solves it well. Deel HR then gives you an HR layer over that population so you are not running a separate HRIS alongside.
For a UAE buyer the right question is which problem you have. If you have no UAE entity and want to employ a handful of people in Dubai quickly, EOR is exactly the right instrument and Deel names the UAE explicitly. If you already have a UAE entity and a hundred staff, you are looking at Deel Global Payroll or PEO, and you should establish before shortlisting whether Deel produces WPS salary information files and how it handles end of service gratuity, because neither is evidenced on its pages. For that profile, Oracle, Ramco Payce, Darwinbox or Zoho Payroll have better documented UAE statutory output.
Watch the tier gating and the add ons. Performance and learning sit in Advanced, compensation and headcount planning in Elite, and the ATS is priced separately, so the 5 dollar Core figure covers much less than a feature comparison table would suggest. Integration breadth is also thin on the evidence: only Slack and Microsoft Teams approvals are named on the HR pages, and SAML and SCIM are not named anywhere, although the developer platform itself is good.
Typical use cases: distributed companies hiring across borders without entities; employers consolidating contractors and EOR workers into one HR record; fast scaling companies entering the UAE for the first time. Less typical: an established UAE entity needing WPS compliant monthly payroll, and buyers wanting deep Gulf specific HR features such as gratuity accrual reporting.

Frequently asked questions
Only partly, and the distinction matters. Deel core business is global employment: employer of record, global payroll, PEO and contractor management. Deel HR is an HR layer over that population. If your problem is employing people in countries where you have no entity, Deel solves something an HRIS cannot. If your problem is administering employees you already legally employ, an HRIS is a far cheaper and more focused purchase. They are not substitutes for one another in either direction.
Not stated. Deel names the UAE and describes employer of record handling local laws, tax, benefits and payroll, plus PEO and Global Payroll for clients with their own UAE entity. But no Deel page read mentions the Wage Protection System or salary information files, and Deel does not say whether UAE payroll runs through a Deel entity or an in country partner. Ask both questions directly.
