What it is

The name in the brief is out of date, and this is the largest correction in this category. Ramco HR and payroll product is now branded Payce, also written Ramco Payce and listed as Payce Global Payroll. The Ramco products page lists exactly one HR and payroll product under that name, with modules Daily HR, Payroll Workspace, Managed Services, BInGO and an AI assistant called Chia. The string Ramco HCM does not appear on that products page, and ramco.com/products/hcm-software now returns 404. Older regional content still refers to Ramco HCM while listing Payce Global Payroll as the related product, so this is a rebrand in progress with HCM content folded under the Payce and payroll tree. The owner is unchanged: Ramco Systems.

The UAE evidence is the most specific of any product in this category, and it is on the vendor own UAE product page rather than in a blog. Ramco states that Payce automates payroll in the UAE including WPS salary processing; that UAE private sector employers registered with MoHRE must pay wages through the Wage Protection System via approved banks, and that Payce prepares WPS ready salary files and payment outputs; that GPSSA contribution rules apply to covered UAE national employees in the private sector; and that it calculates end of service benefits using basic salary, completed service and UAE gratuity rules. It claims the UAE plus 150 plus countries through one platform with standardised payroll controls.

Ramco also prints its own caveat, which is unusually honest and should be quoted to any salesperson. A comparison table on that same UAE page states that local compliance depth may depend on provider configuration or partner capability. In other words the UAE statutory depth is not unconditional. Ramco also sells payroll as a managed or outsourced service, with first level automation and second and third level escalation to a service desk, and that managed services page does not mention the UAE or the GCC at all.

Core HR is documented on a separate page covering employee records with a service register and more than 450 data fields, employee movements including transfers, promotions and deputations with history, and an integrated time and attendance module sold as Daily HR with multiple time entry methods. The talent side is not documented on the current product pages, and that core HR page still carries dated content including a Pandemic Control System module.

No pricing is published, there is no developer portal or API documentation of any kind, and no integration from any standard list is named on any Ramco page. An image filename suggesting Workday certification appears on the UAE page with no explanatory text, which is not a stated integration and is not recorded as one.

Capabilities

Each capability carries its own verification status. “Not verified” means exactly that: it has not been checked, and must not be read as absent.

CapabilityStatusNotes
Compliance and reporting Statutory reporting and compliance documentation. Yes WPS, MoHRE, GPSSA and gratuity handling, with standardised payroll controls across markets. source

UAE and GCC payroll Payroll specifically supporting UAE or GCC requirements, named by the vendor. Not inferred from global coverage claims. Ramco states WPS salary processing, that MoHRE requires wages through WPS via approved banks and that Payce prepares WPS ready salary files and payment outputs, that GPSSA contribution rules apply to covered UAE nationals, and that it calculates end of service benefits using UAE gratuity rules. Caveat printed by Ramco itself on the same page: local compliance depth may depend on provider configuration or partner capability. Payroll is also sold as a managed or outsourced service, so delivery mode should be confirmed. source
Payroll processing Native payroll calculation and payment runs, in at least one jurisdiction. Yes Payce Global Payroll. source

Strengths and limitations

Strengths

  • Ramco names WPS salary processing, MoHRE, GPSSA contribution rules and UAE gratuity calculation together on its own UAE product page, which is the most specific UAE statutory evidence of any vendor in this category. verified source

Limitations

  • Ramco itself states that local compliance depth may depend on provider configuration or partner capability, so UAE depth is not unconditional. verified source
  • Product naming is inconsistent across ramco.com: Payce on the products page, Ramco HCM still live in regional core HR content, and a 404 on the old HCM software URL, which makes the current product hard to identify. verified source
  • No API or integration documentation is published at all, and the talent side modules, recruitment, performance, learning and benefits, are not documented on the current product pages. verified source

Who it suits

Organisation sizes: Medium, Enterprise

For a UAE or Gulf buyer whose decisive requirement is statutory payroll, Payce is the strongest documented fit in this category after Oracle, and it is the only one that names WPS, MoHRE, GPSSA and UAE gratuity rules together on its own product page. That combination of specifics is exactly what a compliance driven buyer needs, and it is the reason to look past the naming confusion.

Two things to pin down before signing. First, Ramco own caveat that local compliance depth may depend on provider configuration or partner capability means you must establish, in writing, what is delivered out of the box for your emirate and workforce mix versus what is configuration work. Second, decide early whether you are buying software or a managed payroll service, because Ramco sells both and the UAE page does not say which delivers the UAE statutory output. Trade press has reported a Ramco partnership with Altron to offer Payce to enterprise customers in the UAE and Saudi Arabia, which suggests a partner channel in the region, and that is worth clarifying too.

The real weaknesses are around the edges of payroll. The talent modules, recruitment, performance, learning and benefits administration, are not documented on the current product pages, so a buyer wanting a full HCM suite should not assume they are there. There is no API or integration documentation at all, which is a genuine problem if payroll has to feed a finance system or receive data from an existing HRIS. And the naming inconsistency across ramco.com, with Payce on the products page, Ramco HCM still live in regional content and a 404 on the old HCM URL, makes the product genuinely hard to identify.

Typical use cases: mid sized to large Gulf employers needing UAE and multi country payroll with statutory output; organisations of 1,000 or more employees considering outsourced payroll, which is the size Ramco states for its managed service; groups consolidating payroll across several countries. Less typical: small employers, buyers wanting a full talent suite, and anyone with hard integration requirements.

Alternatives

Oracle Fusion Cloud HCM Oracle Corporation The other product with UAE payroll documented rather than marketed. Oracle publishes a Wage Protection System Report for UAE and describes the monthly Salary Information File as a statutory report submitted to a Wage Protection agent, plus a separate Qatar payroll guide. Heavier to implement, and Bahrain, Kuwait and Oman were not verified.
Darwinbox Darwinbox A comparable regional suite with the second most specific Gulf payroll claim: native WPS SIF generation, MOHRE Resolution 340, an 85 percent per employee validation threshold and all six GCC countries named. The evidence sits on blog and landing pages while the payroll product page names no country, which is weaker placement than Ramco own product page.
PeopleStrong PeopleStrong A lighter regional alternative whose UAE claim is real but thin: one MEA payroll FAQ sentence naming UAE labour law, MOHRE and WPS, with no SIF, GOSI or gratuity detail and no statement of whether delivery is native or partner. It also has no developer portal or API documentation at all, which matters for integration.
Zoho People Zoho Corporation The small employer alternative. Ramco states its managed service suits organisations of 1,000 employees or more, so below that the Zoho People plus Zoho Payroll UAE pairing is more proportionate, with AED 45, 65 and 90 published explicitly and auto generated SIF files stated for WPS compliance.
SAP SuccessFactors HCM suite SAP SE The multinational step up if Gulf payroll is only part of the picture. SAP names 53 delivered localizations including five Gulf states, but never mentions WPS or the salary information file, so the one thing Ramco states most clearly is the thing SAP leaves unverified.

Frequently asked questions

No. Ramco products page now lists a single HR and payroll product branded Payce, also written Ramco Payce and Payce Global Payroll, with modules Daily HR, Payroll Workspace, Managed Services, BInGO and an AI assistant. The old ramco.com/products/hcm-software URL returns 404, although older regional content still refers to Ramco HCM. The owner is still Ramco Systems.

Ramco states that it does: WPS salary processing with WPS ready salary files and payment outputs, GPSSA contribution rules for covered UAE nationals, and end of service benefits calculated using basic salary, completed service and UAE gratuity rules. Ramco also prints a caveat on the same page that local compliance depth may depend on provider configuration or partner capability, so get the out of the box scope confirmed in writing.
