Oracle Fusion Cloud HCM
by Oracle Corporation
Oracle cloud HR suite with a global core HR record and Global Payroll, documented country by country. It is the only product in this category with vendor documentation for a UAE Wage Protection System report and salary information file.
What it is
Oracle Fusion Cloud HCM is Oracle cloud HR suite. Oracle documentation names the pillar Oracle Human Resources and describes it as a complete and integrated solution that aligns common HR processes while supporting local compliance and process needs across multiple countries. The documentation site is organised around Implement, Use, Configure and Extend, Integrate, Analyze and Report, Secure and Administer tasks, plus an APIs and Schema section, and carries version paths for each quarterly release.
This is the strongest UAE payroll evidence in the entire category. Oracle publishes a dedicated implementation guide titled Implementing Payroll for the United Arab Emirates. It instructs the implementer to select the UAE country extension on the Features by Country or Territory page, set payroll costing options and currency precision, and create a UAE implementation project under the Workforce Deployment offering. More specifically, Oracle documents a Wage Protection System Report for UAE and states that the Salary Information File is a statutory report that an employer needs to submit to a Wage Protection agent at the end of each month, detailing wages paid to individual employees. The UAE statutory report set in the release table of contents also includes an Emirati IPE Consolidated Report and a Payroll Validation Report. This is native, not partner delivered.
Beyond the UAE, Oracle also publishes an Implementing Payroll for Qatar guide. Saudi Arabia is implied by a copy and paste defect in Oracle own documentation: the UAE setup tasks page at one release path is titled for the UAE but its URL slug and opening sentence refer to Saudi Arabia. Bahrain, Kuwait and Oman coverage was not verified.
Global Payroll has a stated prerequisite: Global Human Resources setup must be completed first. UAE payroll is therefore a configuration project with a defined order of operations, not a feature toggle. Buyers should also note that the UAE content is version pathed and shifts between quarterly releases, so implementers must read the table of contents for their own update rather than an older guide.
oracle.com refused automated access. https://www.oracle.com/human-capital-management/ returned HTTP 403 and was not retried or worked around. Only docs.oracle.com was readable. That is why the marketing side facts, the module list for recruiting, learning, benefits, absence and time, the organisation size positioning and Oracle published cloud applications price list are all unverified here.
Capabilities
Each capability carries its own verification status. “Not verified” means exactly that: it has not been checked, and must not be read as absent.

| Note | No figure recorded. Oracle does publish cloud applications price list PDFs, but every oracle.com path tried returned HTTP 403 to automated access, so nothing could be read. This is a block, not a confirmed absence of public pricing, and is worth checking in a browser. No aggregator figure was used. |

Strengths and limitations
Strengths
- Oracle is the only product in this category with vendor documentation for a UAE Wage Protection System report and the monthly salary information file, delivered natively rather than through a partner. verified source
- Oracle publishes a dedicated UAE payroll implementation guide, including the UAE country extension selection and enterprise structure setup options. verified source
Limitations
- oracle.com returns HTTP 403 to automated access, so module lists, positioning and the published price list cannot be verified from public sources. Only docs.oracle.com is readable. verified source
- Oracle UAE payroll documentation contains a copy and paste defect: the UAE setup tasks page at one release path is titled for the UAE but its slug and opening sentence refer to Saudi Arabia. verified source
- UAE payroll is a configuration project with prerequisites, not a switch. Global Human Resources must be set up first and the UAE country extension explicitly enabled. editorial
Who it suits
Organisation sizes: Medium, Enterprise
For a UAE or Gulf employer that wants statutory payroll and the HR record from the same vendor, Oracle is the strongest documented option in this category. The WPS report and salary information file are described in Oracle own product documentation, which is a materially better evidence base than a marketing claim about a country count. Qatar is documented too, which helps a multi country Gulf rollout.
The trade off is implementation weight. Global Payroll requires Global Human Resources to be configured first, the UAE country extension to be explicitly enabled, and the statutory report set to be set up and validated. This is enterprise software with a quarterly release train, and it rewards buyers who have, or will hire, Oracle HCM capability. A small employer whose requirement is monthly salary processing and a WPS file will find a regional payroll product faster and cheaper.
Pricing is a genuine unknown here rather than a confirmed absence. Oracle does publish cloud applications price lists as PDFs, but every oracle.com path returned 403 during verification, so no figure could be read. Of all the enterprise vendors in this category Oracle is the most likely to actually print a per employee list price, and a buyer should check it directly in a browser.
Typical use cases: Gulf headquartered groups needing native UAE and Qatar payroll under one HR record; existing Oracle ERP customers; organisations with statutory reporting and audit obligations across several countries. Less typical: small teams, or buyers who want to evaluate the product from public information alone, which Oracle website makes difficult.

Frequently asked questions
Oracle documents a Wage Protection System Report for UAE and describes the Salary Information File as a statutory report an employer submits to a Wage Protection agent at the end of each month. That is native, vendor documented support, and it is the clearest WPS evidence found for any product in this category. Enabling it requires selecting the UAE country extension and completing the UAE payroll implementation.
Qatar has its own Implementing Payroll for Qatar guide. Saudi Arabia appears in an Oracle documentation slug, though through what looks like a copy and paste error rather than a dedicated guide that was verified. Bahrain, Kuwait and Oman were not verified.
