SAP SuccessFactors versus Oracle Fusion Cloud HCM: a comparison about documented payroll depth, because feature breadth cannot be read

Start with a disclosure, because it determines what this page can and cannot tell you. Both vendors refuse automated access to their marketing sites. sap.com returns HTTP 403 and the SAP help portal body is unreadable. Every oracle.com path tried returned HTTP 403. What that means in practice is that the usual comparison, a side by side of recruiting, learning, performance, benefits, time and talent features, cannot be written honestly for either product, because the pages that would evidence it are closed. Those capabilities are recorded as unverified for both, which is not the same as absent.

What remains readable is, by a useful accident, the thing that matters most to a Gulf buyer. SAP publishes its Employee Central Payroll feature scope description as a public PDF on assets.cdn.sap.com. Oracle publishes its payroll implementation guides on docs.oracle.com, which is open where the marketing site is not. So this comparison is necessarily about documented payroll depth, and both sides have real documentation to compare. That is a narrower page than a full suite bake off, and it is the only version of it that would be truthful.

The main differences

Country breadth versus statutory depth

These two vendors have documented different things, and the difference is not a tie. SAP has documented breadth: 53 SAP delivered local payroll versions, with the United Arab Emirates, Saudi Arabia, Qatar, Oman and Kuwait all in the SAP delivered column rather than the seven country partner delivered column. Bahrain appears nowhere in that document. Oracle has documented depth for fewer named Gulf countries: the UAE and Qatar each have their own implementation guide, and the UAE guide goes down to the level of the statutory output.

The output is where Oracle separates

A localization claim tells you the vendor has built country tax and social insurance logic. It does not tell you the system produces the file the regulator wants. Oracle documents the Wage Protection System Report for UAE and states that the Salary Information File is a statutory report submitted to a Wage Protection agent each month, alongside an Emirati IPE Consolidated Report and a Payroll Validation Report. SAP document never mentions the Wage Protection System or the salary information file at all. SAP names gross to net processing, bank transfer and the usual payroll primitives, and SAP support knowledge base article 3143438 on UAE Labor Law Changes names Employee Central Payroll and Payroll UAE in its environment field. That is good evidence of a UAE localization and no evidence at all about WPS. So for an SAP deployment, WPS output could not be verified from published sources and belongs in the contract as an explicit deliverable.

Where SAP is clearly ahead

Beyond the Gulf. Oracle Gulf coverage beyond the UAE and Qatar is unverified, while SAP has put Kuwait, Oman and Saudi Arabia in writing as SAP delivered, and 53 countries is a different scale of multinational answer from anything Oracle documentation was read to confirm here. A UAE headquartered group with payroll in India, the Philippines and several European countries is closer to the SAP localization list than to the two Oracle guides that were verified.

Implementation reality on both sides

Neither of these is a light deployment and both carry a prerequisite chain. Employee Central is the system of record and Employee Central Payroll is the payroll engine, described in SAP own material as the classic SAP payroll engine delivered as a managed cloud service, which is why the Gulf consulting market around it is as active as it is. Oracle requires Global Human Resources to be configured before Global Payroll, then the UAE country extension selected explicitly. Oracle documentation also carries a copy and paste defect on one UAE setup page whose slug and body are for Saudi Arabia, which is a small thing that tells you to validate against the current release.

Price

Neither can be compared. SAP own document says explicitly that it contains no pricing information and refers buyers to SAP Discovery Center. Oracle publishes price list PDFs but every path returned 403, so nothing was read. Both are blocks rather than confirmed absences.

Not verified means the capability has not been checked for that product. It does not mean the product lacks it. Blank cells and unverified rows are never counted as a "no".

Which to choose

Decide on the shape of your payroll footprint, because that is the only dimension these two can be fairly separated on with the evidence available.

  • UAE first, with WPS as a hard requirement and few other countries: Oracle, because it is the only one of the two that documents the statutory output.
  • Many countries including the Gulf, with payroll depth needed everywhere: SAP, because 53 delivered localizations including five Gulf states is the broader commitment, provided WPS output is nailed down in writing.
  • Bahrain in scope: unverified on both sides. Ask both.

On everything else, treat this page as deliberately silent rather than negative. The recruiting, learning, performance, benefits and time capabilities of both suites could not be verified because both vendors block the pages that describe them. Both are mature, widely deployed enterprise suites and the absence of a capability row here reflects a crawler being refused, not a product gap. The practical consequence for a buyer is simply that this part of the shortlist has to be done in demos and reference calls rather than from public pages, and that any vendor claim made in a demo should be matched back to a document you can keep. The one claim you can already hold Oracle to in writing is the UAE WPS report.

Frequently asked questions

Because that is all that could be verified. sap.com and oracle.com both return HTTP 403 to automated access and the SAP help portal body is unreadable, so recruiting, learning, performance, benefits and time capabilities are unverified for both products. Payroll is the exception: SAP publishes a public feature scope PDF and Oracle publishes open documentation at docs.oracle.com. Writing a feature breadth comparison from blocked pages would mean inventing it.

Oracle, on documented evidence. Oracle publishes a Wage Protection System Report for UAE and describes the monthly Salary Information File as a statutory report submitted to a Wage Protection agent. The SAP feature scope document names the UAE as an SAP delivered payroll localization but never mentions WPS or the SIF, so SAP WPS output could not be verified from published sources.

SAP names more Gulf states: the UAE, Saudi Arabia, Qatar, Oman and Kuwait, with Bahrain absent from the document. Oracle was verified for the UAE and Qatar only, with Bahrain, Kuwait and Oman unverified. Neither has published evidence covering all six GCC countries.

Unknown, and not guessable. SAP own document states it contains no pricing information. Oracle price list PDFs exist but every oracle.com path returned 403. Both of these are retrieval blocks rather than confirmed absences of public pricing. No aggregator figure was used for either, and none should be trusted for enterprise suites priced by negotiation.

Sources and review basis

Attribute values come from each product's structured profile rather than being written into this page, so a correction made once appears everywhere. This comparison was last reviewed on 7 November 2026. Assessment of this category is documentation-based, not hands-on testing of every product.
