Oracle Fusion Cloud HCM versus Workday HCM: the UAE payroll difference
This comparison has one decisive fact in it, and for a UAE employer it is probably the only fact that matters. Oracle is the only product in this entire category with vendor documentation for a Wage Protection System report for the UAE. Workday does not mention the Wage Protection System anywhere. Everything else here is secondary.
Oracle publishes a dedicated implementation guide titled Implementing Payroll for the United Arab Emirates. It instructs the implementer to select the UAE country extension on the Features by Country or Territory page, set payroll costing options and currency precision, and create a UAE implementation project under the Workforce Deployment offering. A separate documentation page is titled Wage Protection System Report for UAE and states that the Salary Information File is a statutory report submitted to a Wage Protection agent each month, detailing wages paid to individual employees. The documented UAE statutory report set also includes the Emirati IPE Consolidated Report and a Payroll Validation Report. This is native, not partner delivered.
Workday, by its own administration guide, delivers native payroll for Australia, Canada, France, Ireland, the United Kingdom and the United States. The UAE is not in that list. Workday also publishes an Implementing Payroll for Qatar equivalent nowhere, because it does not have one. Oracle does.

Full profileThe main differences
What the Oracle evidence actually supports
It supports native UAE payroll with a WPS report and a monthly salary information file, and native Qatar payroll through its own Implementing Payroll for Qatar guide. It does not support a general Gulf claim. Bahrain, Kuwait and Oman were not verified for Oracle, so a buyer planning those three should ask specifically rather than reading across from the UAE and Qatar evidence. One documentation defect is worth knowing about: the UAE setup tasks page at one release path carries a UAE title but a URL slug and body content for Saudi Arabia, which is a copy and paste error in Oracle own docs and a reminder to validate configuration against the current release rather than a stale page.
What UAE payroll on Oracle costs you in effort
Global Payroll has a stated prerequisite: Global Human Resources setup must be completed first. UAE payroll is therefore a configuration project with a defined order of operations, not a feature toggle. The UAE country extension has to be explicitly selected and the implementation project created. An organisation of two hundred people that simply needs monthly processing and a WPS file will find a regional payroll product faster and cheaper to stand up, and that is a legitimate conclusion from this comparison rather than a criticism of Oracle.
Where Workday is the better fit anyway
If payroll is already going to a specialist, the Workday argument improves immediately. Workday sells HCM as Human Resource Management, Talent Management, Workforce Management, Payroll, Analytics and Reporting and a Vendor Management System on one data model, and adds agents for talent acquisition, payroll and self service. For a group whose payroll is outsourced in every country, the six country native limit stops being a constraint and the single data model becomes the point. The shape of the deal is what changes: with Workday a Gulf buyer is buying HR, talent and workforce management from Workday and payroll from CloudPay, Strada or another certified partner, which is a second vendor, a second contract and an integration to own.
Evidence and price
Neither vendor publishes a price. Oracle does publish cloud applications price list PDFs, but every oracle.com path returned HTTP 403 to automated access, so nothing could be read. That is a block and not a confirmed absence of public pricing, and it is worth a manual browser check. Workday routes every region to Contact Sales and meters AI usage through Flex Credits with no published rate. On the Oracle side the oracle.com 403 also means recruiting, learning, performance, benefits and time capabilities are largely unverified while payroll is exceptionally well documented, because docs.oracle.com is readable where the marketing site is not. Workday is the thinner record on payroll substance and the richer one on readable capability statements.

Read the full assessmentWhich to choose
For a UAE or Gulf employer that wants statutory payroll and the HR record from the same vendor, Oracle Fusion Cloud HCM is the strongest documented option in this category and Workday is not a substitute for it. The WPS report and the salary information file are named in Oracle own documentation, which is a materially different standard of evidence from a global coverage claim.
For a group that has already decided payroll belongs with a specialist provider, the decision reverts to platform preference and both are credible, with the caveat that neither can be price compared and neither capability list is complete. If you are integrating either suite with a finance system, the mechanics of the handoff are worth planning early: see HRMS to ERP integration and payroll to ERP integration.
One discipline to carry into the shortlist. Ask each vendor to name the country, not the region, and to name the statutory output, not the compliance capability. Oracle names the UAE and names the Wage Protection System report. Workday names neither. That is the whole comparison in two sentences.
Frequently asked questions
Yes, among the large suites. Oracle publishes a page titled Wage Protection System Report for UAE and a dedicated UAE payroll implementation guide. Of the other 23 products in this category, only Ramco Payce, Darwinbox and Zoho Payroll UAE describe WPS handling at all, and SAP, which does name the UAE as a delivered localization, never mentions WPS. Workday does not mention it.
Qatar has its own Oracle implementation guide. Saudi Arabia appears in Oracle documentation, including in the page slug of a misfiled UAE setup page. Bahrain, Kuwait and Oman could not be verified from published sources, so do not assume them from the UAE and Qatar evidence.
That is the architecture Workday describes for every country outside its six native ones, through Workday Global Payroll Connect and certified partners such as CloudPay and Strada. Whether a given partner produces a compliant WPS salary information file is a question for that partner, not for Workday, and Workday publishes nothing on it. Workday also contradicts itself on partner country reach on a single page, so coverage counts cannot be relied on.
It is a configuration project, not a switch. Global Human Resources must be set up before Global Payroll, the UAE country extension must be explicitly selected on the Features by Country or Territory page, and a UAE implementation project has to be created under the Workforce Deployment offering. Budget for a specialist implementation.
