Workday HCM versus SAP SuccessFactors: localisation breadth and the quality of the evidence
These two suites are the default shortlist for any enterprise HR replacement, and they are usually compared on user experience or analyst position. That is not the most useful axis for a buyer in the UAE or the wider Gulf. The useful axis is how many countries each vendor will run statutory payroll in with its own code, and how clearly it says which ones. On that axis the two products are not close, and the gap is documented rather than a matter of opinion.
Workday publishes an administration guide stating that Workday Payroll is delivered natively for exactly six countries: Australia, Canada, France, Ireland, the United Kingdom and the United States. Everything outside those six runs through Workday Global Payroll Connect and certified partners including CloudPay and Strada. SAP publishes a feature scope description for SAP SuccessFactors Employee Central Payroll, dated 2025-10-27, that names 53 SAP delivered local payroll versions and lists a separate, much shorter set of seven partner delivered countries. Six against fifty three is a structural difference in how the two companies have chosen to build.
Both vendors also block automated access to their marketing sites, which shapes what can honestly be said below. sap.com and the Workday regional paths return limited readable content, and no price could be read for either product.

SAP SE
SAP cloud HR suite built around Employee Central as the core HR record and Employee Central Payroll for gross to net processing. SAP publishes a localization list that names the United Arab Emirates as an SAP delivered payroll country.
Full profileThe main differences
Localisation breadth
SAP names the United Arab Emirates, Saudi Arabia, Qatar, Oman and Kuwait among its SAP delivered payroll localizations. Bahrain appears nowhere in that document, which is a real gap for a six country GCC rollout and worth raising in a sales conversation rather than assuming. Workday names no Gulf country anywhere in its payroll content. The only occurrence of United Arab Emirates on the Workday global payroll page is the region selector link to the Workday UAE homepage, which is a website navigation element and not a payroll capability.
The UAE payroll position, stated plainly
For Workday, UAE payroll could not be verified from published sources and the surrounding evidence points away from it: the UAE is not in the six native countries, and the Wage Protection System is never mentioned. Any UAE payroll under Workday would be partner delivered, which means a second vendor, a second contract and an integration to own. For SAP, UAE localization is vendor stated and the UAE sits in the SAP delivered column. But no SAP page naming the Wage Protection System or the salary information file was found, so WPS output specifically could not be verified from published sources. A buyer should get that in writing from SAP or the implementation partner. SAP support knowledge base article 3143438 on UAE Labor Law Changes does name Employee Central Payroll and Payroll UAE in its environment field, which supports the localization claim without settling the WPS question.
Evidence quality, which is itself a finding
The two records are thin in different places. Workday has the better documentation estate: doc.workday.com is readable and the six country limit is a precise, citable statement, even though it is the statement a Gulf buyer least wants to read. SAP has the better payroll answer but the thinner capability record, because sap.com returns HTTP 403 to automated access and the help portal body is unreadable, so SAP recruiting, learning, performance, benefits and time capabilities are all unverified here while payroll is well documented. That asymmetry is deliberate. A thin record caused by crawler blocking is not the same as a thin product, and nothing below should be read as SAP lacking a feature.
Commercials
Neither vendor publishes a figure. Workday routes every region to Contact Sales and meters AI usage separately through Flex Credits, an additional cost axis with no published rate. SAP own feature scope document states explicitly that it contains no pricing information. Aggregator figures were not used for either.

Read the full assessmentWhich to choose
If the requirement is one vendor running statutory payroll in many countries including the Gulf, SAP SuccessFactors with Employee Central Payroll is the documented answer and Workday is not. That is the honest reading of both vendors own published material. The cost of that answer is implementation weight: Employee Central Payroll is the classic SAP payroll engine delivered as a service, it carries the configuration complexity that implies and it normally needs a specialist consultant.
If payroll is going to a specialist provider anyway, which is a common and defensible choice for a Gulf group, the payroll argument largely drops out and the comparison moves to talent, workforce management and the data model. The directory cannot adjudicate that fairly, because both vendors block the pages that would evidence it.
Two closing cautions. First, do not let either vendor global coverage number stand in for a named country: Workday contradicts itself on partner reach on a single page, so coverage counts from either side should be treated as marketing rather than commitment. Second, if WPS file generation is a hard requirement, neither of these two has published evidence of producing one, and Oracle Fusion Cloud HCM is the only product in this category that documents a Wage Protection System report.
Frequently asked questions
SAP, on the evidence. SAP own feature scope description for Employee Central Payroll names the United Arab Emirates among 53 SAP delivered local payroll versions. Workday documents native payroll for six countries only and the UAE is not among them, so a UAE deployment of Workday means contracting a certified payroll partner alongside it. Note that SAP never mentions the Wage Protection System or the salary information file, so WPS output specifically could not be verified from published sources and should be confirmed in writing.
Not on the document read. The United Arab Emirates, Saudi Arabia, Qatar, Oman and Kuwait are named as SAP delivered. Bahrain does not appear anywhere in that feature scope document, which matters for a six country Gulf rollout. Treat Bahrain as unverified rather than as either supported or unsupported.
Because the vendors block automated access differently. sap.com returns HTTP 403 and the SAP help portal body is unreadable, so SAP recruiting, learning, performance, benefits and time capabilities stay unverified while payroll is well evidenced from a public PDF. Workday publishes a readable administration guide. A thin record caused by crawler blocking is not the same as a thin product.
No. Neither vendor publishes a figure. Workday routes to Contact Sales everywhere and meters AI separately through Flex Credits with no published rate. SAP own document says it contains no pricing information. Review aggregator figures were deliberately not used, because aggregators have been found publishing invented prices in this directory research.
