Rippling versus Deel HR: an HRIS and an employer of record are not substitutes

These two products solve different problems and should not be treated as alternatives to each other: an employer of record solves a legal and tax problem, an HRIS solves an administration problem. Rippling is an HR record led platform that administers people you already employ. Deel built its business as an employer of record, becoming the legal employer in a country where you have no entity so that you can hire there at all. Deel HR is the HRIS layer Deel sells on top of that, and the directory classifies Deel primary use as global employer of record for exactly that reason.

That distinction decides most shortlists before any feature is compared. If you have no legal entity in the country where the person will work, no HRIS can help you and only an EOR can. If you do have an entity and simply want records, time off, onboarding and reporting to stop living in spreadsheets, an EOR is an expensive and legally entangling way to buy an HRIS. Work out which sentence describes you first.

The main differences

Pricing, including a contradiction the directory has chosen to publish

Both publish figures, which is unusual in this category, and both print a bare dollar sign with no ISO code, so USD is inferred from both being US headquartered vendors rather than vendor stated.

  • Rippling states plans start at 8 per employee per month plus a monthly base fee. Pricing is modular per product, so the real cost depends on which modules are bought and is not published. A six month free offer for eligible US venture backed startups is a programme, not a free tier. No trial is listed, only a demo request.
  • Deel HR publishes Core at 5, Advanced at 19 and Elite at 29 per person per month. Recruiting and ATS are priced separately with no figure seen. Deel Global Payroll is a separate product from the Deel HR tiers.

On whether Deel HR is free, Deel own site contradicts itself and this directory records the product as paid with the contradiction published rather than resolved. The current product pages show the three paid tiers above with no free option. A Deel blog post last updated June 2026 says Deel HR is free for any business, with no conditions stated. Both exist on deel.com. The free version status is therefore recorded as unknown and a buyer should get the answer in writing before budgeting on either reading.

UAE payroll, where the delivery model is the whole answer

Rippling does not name the UAE, the GCC or the Gulf anywhere on its homepage or global payroll page and never mentions WPS. The countries it does name are Canada, the UK, Australia, India, France, Germany, Brazil, Ireland, the Netherlands, Poland, Portugal, Spain and Switzerland. A global payroll claim without the UAE named is not evidence for the UAE, so Rippling UAE payroll could not be verified from published sources.

Deel does name the UAE, and the delivery model matters more than the fact. The Deel UAE page describes employer of record handling local laws, tax, benefits and payroll with no local entity needed, on a monthly cycle. For clients who already hold a UAE entity, Deel offers PEO and Global Payroll, and Deel own FAQ states that clients must own an entity in the country where Deel provides services, otherwise to consider EOR. WPS is not mentioned on any Deel page read, and whether UAE payroll runs through a Deel entity or an in country partner is not stated. Both are unverified. So Deel UAE presence is real but it is an EOR answer, and the question of who files the salary information file is unanswered on published evidence.

Capability overlap, which is genuine

Both have verified time and attendance, and Deel adds local leave rules and automatic overtime calculation on its HRIS product. Rippling has verified recruiting and performance. The overlap is real enough that the two do appear on the same shortlist in practice. The point of this page is that when they do, the buyer usually has not yet decided whether they are buying employment or administration.

Not verified means the capability has not been checked for that product. It does not mean the product lacks it. Blank cells and unverified rows are never counted as a "no".

Strengths and limitations

Which to choose

Choose on legal structure, not on feature grid.

  • No entity in the hiring country: you need an EOR. Deel, or Remote, which owns its own UAE entity and provides EOR in house. Rippling is not an answer to this question.
  • Entity in place, want HR administration: Rippling is the more natural fit and the modular pricing lets you buy only the HR record if that is all you need. Deel HR Core at 5 per person per month is cheap, but you are buying an HRIS from a company whose centre of gravity is employment services.
  • UAE entity and WPS filing in scope: neither has published WPS evidence. Look at Oracle Fusion Cloud HCM, Ramco Payce, Darwinbox or the Zoho Payroll UAE edition for that, and treat Rippling or Deel HR as the record layer if you want one.

A final note on cost comparison. The Deel HR tier prices and the Rippling entry price are not comparable as stated, because Rippling adds a monthly base fee and charges per module while Deel prices HR separately from Global Payroll, PEO and EOR. EOR pricing is a different order of magnitude from HRIS pricing anywhere in this category, so a 5 against 8 comparison tells you almost nothing about what either deployment will actually cost.

Frequently asked questions

Only partly, and not in the way a feature grid suggests. Rippling is an HR record led platform for people you already employ through your own entity. Deel is an employer of record that becomes the legal employer where you have no entity, with Deel HR as an HRIS layer on top. If you have no entity in the hiring country, only the EOR answers the question. If you do, an EOR is an expensive way to buy an HRIS.

Deel own site says both things. The current product pages publish Core 5, Advanced 19 and Elite 29 per person per month with no free option, while a Deel blog post last updated June 2026 says Deel HR is free for any business with no conditions stated. This directory records it as paid and publishes the contradiction rather than picking a side. Get the answer in writing before you budget.

Neither states that it does. Deel names the UAE and describes employer of record coverage of local laws, tax, benefits and payroll, but WPS is not mentioned on any Deel page read, and whether UAE payroll runs through a Deel entity or an in country partner is not stated. Rippling names no Gulf country at all and never mentions WPS.

The published figures are not comparable. Rippling starts at 8 per employee per month plus a monthly base fee, charged per module. Deel HR publishes 5, 19 and 29 per person per month, with Global Payroll, PEO and EOR priced separately and EOR at a completely different order of magnitude. Both print a bare dollar sign, so USD is inferred rather than stated.

Sources and review basis

Attribute values come from each product's structured profile rather than being written into this page, so a correction made once appears everywhere. This comparison was last reviewed on 7 November 2026. Assessment of this category is documentation-based, not hands-on testing of every product.
