Darwinbox versus PeopleStrong: two Asian HCM suites with Gulf ambitions, compared on where the evidence actually sits
Darwinbox and PeopleStrong are the two India originated HCM suites most often shortlisted by UAE employers who want regional payroll knowledge without enterprise suite pricing. Both name the UAE. Both are therefore in the minority of seven products out of 24 in this category with explicit vendor evidence naming the UAE. Where they differ sharply is in how much they say and where they say it, and for a payroll decision that difference is the comparison.
Darwinbox has the more detailed UAE claim, published in the wrong place. Darwinbox states that it generates WPS SIF files natively rather than through a partner, describes MOHRE Resolution 340 and an 85 percent per employee threshold checked by a pre payroll validation engine, names all six GCC countries, and elsewhere names end of service benefit calculation. That is the second most specific Gulf payroll evidence in this category. The caveat is structural: this evidence appears on Darwinbox blog and landing pages only, and the Darwinbox payroll product page names no country at all and does not mention the UAE, the GCC or WPS. A blog post is a weaker commitment than a product page, and a buyer should ask for the product page claim or a contractual one.

The PeopleStrong UAE claim, and its limits
PeopleStrong UAE evidence is vendor stated but thin. The MEA payroll page FAQ states that the engine covers UAE labour law, MOHRE and the Wage Protection System. That is a genuine naming of the country, the regulator and the scheme, which is more than seventeen of the twenty four products here manage. But it rests on a single FAQ sentence, with no SIF generation detail, no GOSI, no gratuity or end of service detail, no Saudi specifics, and no statement of whether delivery is native or partner. The PeopleStrong global payroll page does not mention the UAE or WPS at all. This claim should not be widened to the GCC, and nothing in the evidence supports doing so.
What PeopleStrong does document in detail is Indian statutory payroll, naming TDS, EPF, ESI and Form 16 explicitly. That is a useful signal about where the engineering investment has gone and where the deepest compliance depth will be.
Comparing the two UAE positions side by side
- Specificity: Darwinbox names the statutory output, the ministerial resolution, a numeric validation threshold and all six GCC countries. PeopleStrong names the law, the ministry and the scheme in one sentence. Darwinbox is substantially more specific.
- Source quality: PeopleStrong claim is on its own MEA payroll product page. Darwinbox detail is on blog and landing pages while its product page is silent on country. PeopleStrong source is the better placed one.
- Native versus partner: Darwinbox states native. PeopleStrong does not say, so it is unverified. This is the single most important unanswered question in a PeopleStrong Gulf evaluation.
- Breadth: Darwinbox names all six GCC states. PeopleStrong evidence covers the UAE only and should not be read wider.
Commercials, which are opaque on both sides
Neither publishes a price. Darwinbox has no pricing page and no pricing link on either its global site or its UAE regional site, offering interactive demos instead. A per employee per month model appeared in a FAQ surfaced in search but was not read on a page, so it is not asserted here. PeopleStrong publishes no figure on any page opened, has no pricing page, and does not describe its licensing model at all, running a demo led site with Schedule a demo and Talk to our experts calls to action. PeopleStrong also has no developer portal or API documentation of any kind, which is a real consideration for anyone planning integration to a finance system or an access management platform.

Darwinbox

Read the full assessmentWhich to choose
If UAE WPS output is the deciding requirement and you are choosing between these two, Darwinbox has published materially more about how it does it, including the specific ministerial resolution and the validation threshold it checks. Take that into a demo and ask Darwinbox to repeat it in the contract, since the product page does not carry it.
PeopleStrong deserves to stay on a shortlist for a group whose centre of gravity is India with a UAE entity attached, because its Indian statutory depth is documented in detail and its UAE claim, while thin, is on a product page rather than a blog. For a UAE first employer it is harder to recommend on the published evidence, mainly because nobody can tell from the site whether UAE payroll is Peoplestrong own code or a partner.
For either, the diligence questions are the same three and should be answered in writing: does the system generate the SIF itself, is UAE payroll native or partner delivered, and what happens for Saudi Arabia, Qatar, Oman, Kuwait and Bahrain. Darwinbox has published answers to the first and second and claims the third. PeopleStrong has published none of them. If the answers come back weaker than expected, Oracle Fusion Cloud HCM and Ramco Payce are the two products in this category with the UAE claim on vendor documentation rather than vendor marketing.
Frequently asked questions
Darwinbox is far more specific: native WPS SIF generation, MOHRE Resolution 340, an 85 percent per employee threshold checked by a pre payroll validation engine, all six GCC countries named, and end of service benefit calculation. But that detail appears on blog and landing pages while the Darwinbox payroll product page names no country. PeopleStrong says less, one FAQ sentence naming UAE labour law, MOHRE and WPS, but says it on its own MEA payroll product page.
Not stated, so it could not be verified from published sources. That is the most important open question in a PeopleStrong Gulf evaluation, because a partner delivered answer moves the compliance commitment to a third party you have not yet met. Darwinbox, by contrast, states that its WPS SIF generation is native.
Darwinbox names all six GCC countries. PeopleStrong evidence covers the UAE only, with no Saudi specifics, and should not be widened to the GCC. For either, ask for the country list in writing rather than inferring it from a regional page heading.
Neither publishes a figure. Darwinbox has no pricing page or pricing link on its global or UAE sites and offers interactive demos instead. PeopleStrong publishes nothing and does not describe its licensing model at all. PeopleStrong also has no developer portal or API documentation, which matters for integration planning.
