What it is

The ownership fact the brief did not mention: Paycor is now owned by Paychex. Paychex completed the acquisition of Paycor HCM, Inc. on 14 April 2025 at 22.50 US dollars per share in cash, an enterprise value of roughly 4.1 billion US dollars, confirmed by press releases on both Paychex and Paycor own sites. Paycor states that it will operate as a standalone business unit of Paychex, that Cincinnati remains its primary location, and that the products and services customers receive today will continue. Integration with Paychex Flex and Accountant HQ is described as ongoing with no published timeline.

Oddly, Paycor own site is around eighteen months stale on its own ownership. The acquisition page is undated and still carries the pre close banner saying Paychex has entered into a definitive agreement to acquire Paycor, as do the homepage and the integration platform page. The completion is verified only through the press releases, not the marketing pages. Whether Paycor is still sold to new customers is never stated explicitly either, although the plans and pricing page still offers demos and custom quotes with a sales line and carries no sunset notice, so it is almost certainly still being sold.

Verified capabilities include employee records and document centralisation, payroll with no stated limit on the number of payroll runs plus a managed payroll service, time and attendance, recruiting, onboarding, a learning management system with Paycor Paths, benefits including a Benefits Advisor and ACA reporting, compliance covering payroll tax and ACA, a documented API platform described as 140 plus APIs with a developer portal, and a mobile app. Employee self service is evidenced through the mobile app rather than a named module. Performance management is not listed explicitly, although Talent Development, Career Management, Pulse Surveys and Compensation Planning exist.

On UAE payroll there is nothing at all. No page names the UAE, the Gulf, the GCC or the Wage Protection System, and site restricted searches returned only generic pages. The product is US focused, with fifty state tax handling as a central claim. Record UAE payroll as unknown and assume it is out of scope.

No pricing figure is published; the plans and pricing page offers custom quotes only and does not describe the licensing model beyond referencing cost per employee as a topic. There is no free version and no free trial, only a guided tour and demos. Paycor own acquired brands include 7Geese, now Paycor Talent Development, and Ximble.

Who it suits

Organisation sizes: Small, Medium, Enterprise

Paycor suits US employers across a wide size range: its own site segments 1 to 49, 50 to 1000 and 1000 plus employees, and its pricing page splits below 50 from 50 to 1000 plus. For a US business wanting payroll with HR, time, benefits and recruiting attached from one vendor, it is a mainstream choice, and the managed payroll service suits employers who would rather outsource the run.

For a UAE or Gulf buyer, Paycor is simply out of scope. There is no UAE, GCC or WPS evidence of any kind, and the product compliance story is United States payroll tax and ACA reporting. It should not appear on a Gulf shortlist.

US buyers should factor in the ownership change. Paycor is now a Paychex business unit, Paychex has stated an intention to integrate with Paychex Flex and Accountant HQ, and no timeline is published. Paycor own commitment that current products and services will continue is reassuring but open ended. Any multi year contract should address what happens if platforms are consolidated, and buyers should note that Paycor own marketing pages have not been updated to reflect the completed acquisition, which is a reason to verify commercial claims rather than take the site at face value.

Typical use cases: US small to large employers consolidating payroll and HR; organisations wanting managed payroll; employers valuing a published API platform and a connector marketplace. Less typical: anyone outside the United States, Gulf employers, and buyers who need published pricing or a free trial.

Alternatives

Paylocity Paylocity Holding Corporation The closest US mid market competitor, and the record you cannot read. Every www.paylocity.com page attempted returned an empty response body, confirmed twice, so its capabilities rest on a developer portal only and API endpoint names were deliberately not converted into capability claims. Evaluate it in a demo, not from this entry.
ADP Workforce Now ADP A long established US payroll and HR alternative in three quote based packages, Select, Plus and Premium, with no published figure and demos rather than a trial. ADP itself positions it for organisations based in North America, so like Paycor it is US shaped in compliance terms.
Gusto Gusto The smaller, more focused US payroll and benefits option, with open API documentation covering payroll, time off, onboarding and benefits, all built around W-2 and 1099 constructs. No price can be published here because the pricing page returned 403 and Gusto own guide pages conflict on whether the top tier is fixed or custom.
Rippling Rippling A broader modern platform spanning HR, time, recruiting and performance, with a published entry price of 8 per employee per month plus a monthly base fee. Modular pricing means the entry figure is a floor. It names no Gulf country and never mentions WPS.
Dayforce Dayforce, Inc. The enterprise step up for a larger, shift heavy US workforce, Thoma Bravo owned since 4 February 2026 and priced per module as an enterprise licence or per user with no figure published. Not a Gulf move: its own region list omits the Middle East.

Frequently asked questions

Yes, for now. Paychex completed the acquisition on 14 April 2025 and Paycor states that it operates as a standalone business unit of Paychex, that Cincinnati remains its primary location and that current products and services will continue. Integration with Paychex Flex and Accountant HQ is described as ongoing with no published timeline, so a multi year contract should address possible platform consolidation.

No evidence supports it. Nothing on the Paycor site names the UAE, the Gulf, the GCC or the Wage Protection System, and the product is built around United States payroll tax and ACA compliance. Recorded as unknown and best treated as out of scope for a Gulf buyer.
