What it is

Gusto is a small business payroll, HR and benefits platform, and it also sells an embedded payroll product to partners who want payroll inside their own software. Gusto was included in this category specifically because it publishes real per person per month pricing, and that is the one thing that could not be verified: https://gusto.com/product/pricing returned HTTP 403 Forbidden, as did the international payroll page, a comparison page and two support articles. No User-Agent was spoofed. The only Gusto page that could be read was docs.gusto.com, and that read was truncated.

Because of that, no pricing figure is published in this profile. Figures do circulate from Gusto own blog and guide pages, suggesting plan structures of a monthly base fee plus a per person fee, but they come from secondary Gusto content rather than the pricing page, and Gusto own guides disagree with each other about whether the top tier is a fixed price or custom. Publishing a number from that basis would breach this directory rules on pricing provenance, so the pricing block records none and explains why.

What the embedded payroll documentation does establish is substantial and all of it is United States shaped: company and employee records with jobs, compensation and addresses; payroll creation, calculation and submission with pay stubs, pay schedules and tax liabilities; time off policies, balances, requests and holiday pay; employee and contractor onboarding; company and employee benefits including health insurance, workers compensation and 401(k) partnerships; and compliance covering tax requirements and I-9 verification. The API itself is REST with OAuth and system access tokens with scopes, webhook subscriptions and an events endpoint, a React SDK and a feature called Gusto Flows. Note the documentation is written for embedded payroll partners, so whether ordinary customers get the same API access is unknown.

On UAE payroll there is nothing usable, and the one UAE reference is not payroll at all. No readable Gusto page names UAE payroll or WPS. Snippet level material suggests Gusto help centre lists the United Arab Emirates among countries for paying non US contractors in dirhams, which is contractor payment rather than payroll and certainly not WPS compliance. Employer of record is reportedly delivered through a partner, Remote, with no UAE among the countries observed. All of that sits behind the 403 and is recorded as unverified.

Capabilities

Each capability carries its own verification status. “Not verified” means exactly that: it has not been checked, and must not be read as absent.

NoteGusto does publish per person per month pricing, but the pricing page returned HTTP 403 Forbidden to automated access and no User-Agent was spoofed, so no figure is recorded. Figures circulating from Gusto own blog and guide pages were deliberately not used: they are secondary vendor content rather than the pricing page, they print a bare dollar sign with no ISO code, and Gusto own guides disagree with each other about whether the top tier is fixed price or custom. A free until your first payroll offer and a claim that there is no free plan both appear in unverified snippets, so free version and free trial are both unknown. Check the live page.

Strengths and limitations

Strengths

None recorded.

Limitations

  • The Gusto pricing page returns HTTP 403 to automated access, as do its international payroll page and relevant support articles, so the published pricing this product is known for could not be verified. verified source
  • The product and its API are built around United States constructs: W-2, 1099, federal and state tax and I-9 verification. The US orientation is structural rather than a matter of marketing emphasis. verified source
  • The UAE appears only as a contractor payout destination in unverified snippets. There is no UAE payroll, WPS or gratuity capability of any kind. editorial
  • Gusto own guides disagree on the top tier price, so the live pricing page is the only safe source and any quote taken from a secondary page should be distrusted. editorial

Who it suits

Organisation sizes: Small

Gusto is built for United States small businesses, and the embedded payroll documentation makes that structural rather than incidental: W-2 and 1099 workers, federal and state tax, I-9 verification, 401(k) and workers compensation are the primitives the product is made of. For a US startup or small employer wanting payroll with HR and benefits attached and a pleasant interface, it is a well regarded choice.

For a UAE or Gulf employer, Gusto is the wrong product. The only UAE appearance found anywhere is as a destination for paying international contractors, which is a payments feature, not payroll, and there is no WPS, salary information file or gratuity capability of any kind. It should not appear on a Gulf payroll shortlist.

Two practical warnings for anyone evaluating it. First, verify the price yourself: the pricing page refuses automated access, Gusto own secondary content disagrees on the top tier, and reported changes to how premium HR benefit fees are charged mean the published page is the only safe source. Second, if employer of record matters to you, establish the current arrangement directly, because the partner delivered EOR model was reportedly changing during 2026 with Gusto referring EOR customers to Remote.

Typical use cases: US small businesses and startups running payroll, benefits and basic HR; software companies embedding payroll through the Gusto API. Less typical: anyone outside the United States, Gulf employers, and mid market or enterprise buyers.

Alternatives

Rippling Rippling The broadest direct alternative, with a published entry price of 8 per employee per month plus a monthly base fee where no Gusto figure could be verified at all. Modular per product pricing means the floor is not the budget, and the bare dollar sign means USD is inferred. No Gulf country named, so UAE payroll is unverified.
Paycor Paycor HCM, Inc., a Paychex company A US mid market move up with verified payroll, time, recruiting, onboarding, learning and benefits and a documented API estate. Quote only pricing with a guided tour instead of a trial, and now a Paychex business unit after the April 2025 close. US fifty state compliance only.
ADP Workforce Now ADP The incumbent US payroll alternative, quote based across Select, Plus and Premium with no published figure and self guided or customised demos rather than a trial. ADP itself describes it as suitable for only small populations of fewer than 100 employees outside North America, which is a useful scoping statement.
BambooHR BambooHR If the gap is HR records rather than payroll, BambooHR publishes real tier pricing at 10, 17 and 25 USD per employee per month with the currency stated, plus flat rates for 25 or fewer employees. Its payroll is also US only by its own statement, so the Gulf position is no better than Gusto.
Zoho People Zoho Corporation A much cheaper HR record for a small team, free for up to five users. For a UAE entity, the WPS and SIF capability is in the separate Zoho Payroll UAE edition at AED 45, 65 and 90, not in Zoho People. None of a US payroll product transfers to that requirement: no WPS file, no MOHRE reporting, no GPSSA handling, no end of service gratuity.

Frequently asked questions

No evidence supports it. Nothing readable on Gusto site names UAE payroll or the Wage Protection System. The only UAE appearance found, in unverified snippets of a support article that returned HTTP 403, is as a destination for paying international contractors in dirhams, which is a payment feature rather than payroll. Treat Gusto as a United States payroll product.

Because the pricing page returned HTTP 403 Forbidden to automated access and spoofing a browser identity to get around it is not acceptable. Figures do circulate from Gusto own blog and guide pages, but those are secondary vendor content, they print a bare dollar sign with no currency code, and Gusto own guides contradict each other on the top tier.
