Gusto Alternatives

Gusto is a focused US payroll and benefits product, and the usual reasons to look elsewhere are scale, HR breadth, or a workforce outside the United States. Before any comparison, one disclosure that shapes this whole page: no Gusto price is published here. Gusto does publish per person per month pricing on its own site, but the pricing page returned HTTP 403 Forbidden to automated access and no User-Agent was spoofed. Figures circulating from Gusto own blog and guide pages were deliberately not used, for three reasons: they are secondary vendor content rather than the pricing page, they print a bare dollar symbol with no ISO code, and Gusto own guides disagree with each other about whether the top tier is a fixed price or custom. So nothing on this page should be read as a Gusto price, and any Gusto figure you see quoted on a comparison site was almost certainly not verified against the pricing page either.

What can be verified about Gusto comes from docs.gusto.com, which is open where the marketing site is not. Payroll creation, calculation and submission, pay stubs, pay schedules and tax liabilities are all documented, and the whole model is United States shaped throughout, via W-2 and 1099 constructs. Time off policies, balances, requests and holiday pay are documented, as are employee and contractor onboarding and benefits including health insurance and workers compensation. That tells you more about fit than any marketing page: Gusto is built for American employment.

For a UAE or Gulf reader that is the decisive point. No readable Gusto page names UAE payroll or the Wage Protection System. Snippet level material suggests the UAE appears only as a destination for paying non US contractors in dirhams, which is contractor payment rather than payroll and is not WPS compliance. What does not carry over from any US payroll product is the entire local compliance layer: there is no WPS salary information file, no MOHRE reporting, no GPSSA contribution handling and no UAE end of service gratuity calculation. Those four things are what a UAE payroll has to do, so the Gulf alternatives here are a different list from the US ones.

The alternatives, and why they are here

Selected on capability and use case rather than on sharing a category label. Each entry says what actually differs.

Rippling

Rippling

View profile

Workforce platform combining HR, payroll, IT device and identity management and finance in one system, with global payroll, contractor and employer of record offerings. No UAE or GCC payroll is named.

Why consider it: The broadest direct alternative, with a published entry price of 8 per employee per month plus a monthly base fee where no Gusto figure could be verified at all. Modular per product pricing means the floor is not the budget, and the bare dollar sign means USD is inferred. No Gulf country named, so UAE payroll is unverified.

Paycor

Paycor HCM, Inc., a Paychex company

View profile

US focused HCM platform covering payroll, HR, time and attendance, scheduling, recruiting, onboarding, learning, benefits and analytics. Paychex completed its acquisition of Paycor in April 2025.

Why consider it: A US mid market move up with verified payroll, time, recruiting, onboarding, learning and benefits and a documented API estate. Quote only pricing with a guided tour instead of a trial, and now a Paychex business unit after the April 2025 close. US fifty state compliance only.

ADP Workforce Now

ADP

View profile

ADP cloud HR and payroll platform for midsized and large North America based employers, sold in Select, Plus and Premium packages. ADP positions it for organisations based in North America.

Why consider it: The incumbent US payroll alternative, quote based across Select, Plus and Premium with no published figure and self guided or customised demos rather than a trial. ADP itself describes it as suitable for only small populations of fewer than 100 employees outside North America, which is a useful scoping statement.

BambooHR

BambooHR

View profile

Cloud HR platform for small and mid sized employers covering employee records, hiring, onboarding, time tracking, performance and benefits. Native payroll is explicitly US only.

Why consider it: If the gap is HR records rather than payroll, BambooHR publishes real tier pricing at 10, 17 and 25 USD per employee per month with the currency stated, plus flat rates for 25 or fewer employees. Its payroll is also US only by its own statement, so the Gulf position is no better than Gusto.

Zoho People

Zoho Corporation

View profile

Zoho cloud HRMS covering core HR, hiring, onboarding, time and attendance, performance, training and analytics. Payroll is a separate product, and UAE payroll with WPS sits in Zoho Payroll UAE edition.

Why consider it: A much cheaper HR record for a small team, free for up to five users. For a UAE entity, the WPS and SIF capability is in the separate Zoho Payroll UAE edition at AED 45, 65 and 90, not in Zoho People. None of a US payroll product transfers to that requirement: no WPS file, no MOHRE reporting, no GPSSA handling, no end of service gratuity.

What this page is not

This is not a ranking and there is no single best alternative. The right choice depends on what you are replacing and why, which is why each entry states a specific reason rather than a score. Capability values come from each product's structured profile, where anything unverified is labelled as such rather than assumed.
