Paylocity versus Paycor: two US payroll led platforms, one unreadable and one out of date about itself

Both of these are US payroll led HCM platforms selling to the American mid market, and both are out of scope for a Gulf buyer. Paycor compliance story is United States fifty state payroll tax and ACA reporting, and no Paycor page names the UAE, the Gulf, the GCC or the Wage Protection System. Paylocity global payroll could not be assessed at all, for reasons that are themselves the main finding of this comparison. If you are buying for a UAE entity, stop here and read the Gulf capable products instead.

For a US buyer, the comparison is unusually lopsided on evidence rather than on product. Every www.paylocity.com page attempted returned an empty response body, confirmed on two separate occasions, including the pricing page. That means the Paylocity record in this directory rests on its developer portal alone. Pay Setup, Pay Details and Pay Entry APIs exist, and so do Employee Demographic and Punch Detail APIs, but API endpoint names were deliberately not converted into capability claims, because an endpoint is not a product statement. So Paylocity payroll, time and attendance and learning capabilities are all recorded as unverified. Paylocity is a large, listed, widely used payroll company. A thin record caused by crawler blocking is not the same as a thin product, and nothing here should be read as a Paylocity gap.

The products

Paylocity

Paylocity Holding Corporation

US centred cloud payroll and HCM suite. Its marketing site could not be retrieved during verification, so this profile rests almost entirely on Paylocity developer documentation.

Paycor

Paycor HCM, Inc., a Paychex company

US focused HCM platform covering payroll, HR, time and attendance, scheduling, recruiting, onboarding, learning, benefits and analytics. Paychex completed its acquisition of Paycor in April 2025.

The main differences

What can be said about Paycor

Quite a lot, because paycor.com is readable. Verified capabilities include payroll with no stated limit on the number of payroll runs plus a managed payroll service, time and attendance, recruiting, onboarding, learning management with Paycor Paths, benefits, employee self service, 140 plus APIs with a developer portal, and a mobile app. Pricing is quote only: the plans and pricing page offers custom quotes, does not describe the licensing model beyond mentioning cost per employee as a topic, and offers a guided tour and demos rather than a trial. Neither a free version nor a trial is mentioned either way.

The ownership change, and the stale page

Paychex completed its acquisition of Paycor HCM, Inc. on 14 April 2025, confirmed by press releases on both the Paychex and Paycor sites. Paycor states that it operates as a standalone business unit of Paychex and that the service customers receive today will continue, with integration into Paychex Flex and Accountant HQ stated as ongoing and no timeline published.

What is worth noting as an evidence currency observation rather than a product judgement: Paycor own marketing pages are roughly eighteen months stale on its own ownership. The acquisition page is undated and still carries the pre close banner saying Paychex has entered into a definitive agreement to acquire Paycor, as of today. A vendor page that has not been updated to reflect a completed transaction eighteen months later is a reasonable prompt to check how current the rest of the page set is, and to date every claim a vendor makes rather than assuming it reflects today.

Comparing them honestly

On the evidence available, this is not a fair fight and the reason has nothing to do with either product. Paycor has a readable site and therefore a full capability record. Paylocity has an unreadable site and therefore almost none. A buyer should not read the length of these two profiles as a quality signal. The practical consequence is that a Paylocity evaluation has to be done in a demo and in reference calls, and that anything a Paylocity salesperson says should be captured in a document you can keep, because the public pages will not back it up later.

Neither can be price compared. Paycor publishes no figure and offers custom quotes only. A Paylocity pricing page exists at a known URL but returned an empty response body, which is a retrieval block rather than a verified absence of public pricing. No aggregator figure was used for either, and aggregator pricing for either should be treated as unreliable.

Not verified means the capability has not been checked for that product. It does not mean the product lacks it. Blank cells and unverified rows are never counted as a "no".

Strengths and limitations

Drawn from each product's own profile, where every item is labelled a verified fact or an editorial judgement.

Which to choose

For a United States employer, Paycor is the one you can actually evaluate before talking to a salesperson, and its capability set is documented in reasonable detail. Factor in the ownership change: Paycor is now a Paychex business unit, Paychex has stated an intention to integrate with Paychex Flex and Accountant HQ, and no timeline has been published, so ask what that means for your roadmap and your contract renewal.

For Paylocity, treat this directory entry as a placeholder and the evaluation as entirely a demo exercise. The developer portal does suggest a real API surface across pay, employee demographics and punch data, which is useful context for integration planning even though it was not converted into capability claims.

For a UAE or Gulf buyer, neither belongs on the shortlist. Paycor is explicitly a US fifty state compliance product and Paylocity global payroll appears partner delivered through Blue Marble Payroll with no WPS evidence anywhere, and its global payroll countries page returned an empty body on two separate attempts. What does not carry over from a US payroll product to a Gulf deployment is the entire compliance layer: no WPS salary information file, no MOHRE reporting, no GPSSA contribution handling and no end of service gratuity calculation. Those are the four things a UAE payroll actually has to do.

Frequently asked questions

Because every www.paylocity.com page attempted returned an empty response body, confirmed twice, including the pricing page and the global payroll countries page. The only readable source was the developer portal, and API endpoint names were deliberately not converted into capability claims because an endpoint is not a product statement. A thin record caused by crawler blocking is not the same as a thin product.

Paychex. The acquisition of Paycor HCM, Inc. completed on 14 April 2025 and Paycor now operates as a standalone Paychex business unit, with integration into Paychex Flex and Accountant HQ stated as ongoing and no timeline published. Paycor own acquisition page is undated and still carries the pre close banner saying Paychex has entered into a definitive agreement, roughly eighteen months after close.

No published evidence supports it for either. Paycor compliance story is United States fifty state payroll tax and ACA reporting and no Paycor page names the UAE, the Gulf, the GCC or WPS. For Paylocity the global payroll countries page returned an empty body twice, global payroll appears partner delivered through Blue Marble Payroll, and no WPS evidence exists anywhere. Treat both as out of scope for the Gulf.

Unknown for both. Paycor offers custom quotes only and does not describe its licensing model. A Paylocity pricing page exists but returned an empty response body, so that is a retrieval block rather than a confirmed absence of public pricing. No aggregator figure was used for either and none should be trusted here.

Attribute values come from each product's structured profile rather than being written into this page, so a correction made once appears everywhere. This comparison was last reviewed on 7 November 2026. Assessment of this category is documentation-based, not hands-on testing of every product.
