What it is

OrangeHRM now sells exactly two editions, and the older Community, Professional and Enterprise naming is gone: Starter, which is free and open source, and Advanced, which is paid. Separately marketed add ons include Rostero, Connectors, OrangeHRM AI, also referred to as Citra AI in the Advanced module list, and an App Builder. Both editions can be hosted on OrangeHRM cloud or self hosted on your own infrastructure, which makes it the only product in this category with verified on premise deployment.

The free Starter edition is real, not a trial. OrangeHRM describes it as completely free and open source and self hostable. One caveat: the Starter page does not state which licence applies, linking both a General Public License policy page and a Commercial License, so the exact licence terms are unknown and should be checked before building anything on it.

Verified capabilities include employee management and HR administration, time tracking with GPS and geofenced mobile attendance and automated overtime, leave and PTO management, recruitment and applicant tracking, performance with 180 degree reviews in Starter plus career development, surveys, employee voice and discipline in Advanced, onboarding in Advanced only, training in Advanced only, a request desk, a documented API and a mobile app. Note how much is Advanced only: onboarding, training, rostering and the AI features are all paid tier, so Starter is thinner than the marketing suggests.

Payroll deserves a flat statement: OrangeHRM has no native payroll module. The pricing page lists payroll integration as an Advanced feature and the Starter comparison shows a Payroll Connector. Payroll is therefore delivered by a third party product, always.

On UAE payroll, OrangeHRM has a genuine Middle East presence but makes no payroll claim. Its Middle East page states that OrangeHRM provides comprehensive HR software for the UAE, Bahrain, Kuwait, Oman, Qatar and Saudi Arabia, which is real named regional coverage. But that page never mentions payroll, WPS or end of service gratuity. Its regional claims are confined to leave, including carry overs, tenure based leave and regional public holidays, rostering for twenty four seven GCC operations, GPS and geofenced mobile attendance, and overtime. So: UAE presence and UAE HR features yes, UAE payroll and WPS unknown, and any payroll would run through a third party connector.

No price is published for Advanced. The pricing page states it is charged per employee per month with a custom quote form only. There is a 30 day free trial on Advanced, and Starter is free indefinitely.

Capabilities

Each capability carries its own verification status. “Not verified” means exactly that: it has not been checked, and must not be read as absent.

CapabilityStatusNotes
Mobile app A mobile application for employees and managers. Yes Mobile app listed in Starter modules, with GPS attendance on the Middle East page. source
Documented API A publicly documented API for integration. Yes source
Employee self-service Employees maintaining their own data and requests. Yes Request Desk, plus Employee Voice in Advanced and a mobile app in Starter. source
Learning management Course delivery, assignment and completion tracking. Yes Training, Advanced edition only. source
Performance management Goals, reviews and appraisal cycles. Yes 180 degree reviews in Starter; Advanced adds career development, surveys, employee voice and discipline. source
Onboarding Structured onboarding workflows and document collection. Yes Advanced edition only. source
Recruitment and ATS Vacancy management and applicant tracking. Yes Recruitment and applicant tracking, in Starter. source
Leave management Leave entitlement, accrual, requests and approvals. Yes PTO and leave management, with regional rules named on the Middle East page. source
Time and attendance Clocking, shift patterns and overtime calculation. Yes Time tracking with GPS and geofenced mobile attendance and automated overtime. source
Employee records A central employee record with history and documents. Yes Employee Management and HR Administration, in both editions. source
Payroll processing Native payroll calculation and payment runs, in at least one jurisdiction. No Recorded as no for a native payroll module. The pricing page lists payroll integration as an Advanced feature and the Starter comparison shows a Payroll Connector, so payroll is always delivered by a third party product through a connector rather than by OrangeHRM itself. source
Compliance and reporting Statutory reporting and compliance documentation. Not verified Only generic claims such as compliant encryption and global security standards with granular user roles. No country compliance claim.
Workforce planning Headcount planning, org modelling and forecasting. Not verified Rostering and scheduling are not workforce planning. Only reporting and analytics are named.
Benefits administration Benefit plans, enrolment and deductions. Not verified Not named.
Manager self-service Managers approving and viewing their team data. Not verified Not explicitly named.
UAE and GCC payroll Payroll specifically supporting UAE or GCC requirements, named by the vendor. Not inferred from global coverage claims. Not verified Unknown. OrangeHRM Middle East page does name the UAE, Bahrain, Kuwait, Oman, Qatar and Saudi Arabia, but it never mentions payroll, WPS or end of service gratuity. Its regional claims cover leave with carry overs and tenure based rules, regional public holidays, rostering for GCC continuous operations, GPS geofenced mobile attendance and overtime. Since there is no native payroll module at all, any UAE payroll would run through a third party connector.

NoteMixed model: the Starter edition is free and open source, and the Advanced edition is commercial. No figure is published for Advanced: the pricing page states it is charged per employee per month and offers a custom quote form only. Advanced has a 30 day free trial. Starter is free indefinitely and is a genuine free version, not a trial, although the Starter page does not name the open source licence and links both a General Public License policy page and a Commercial License, so the licence terms are unknown.

Strengths and limitations

Strengths

  • A genuinely free, self hostable open source Starter edition exists, and both editions support on premise deployment, which no other product in this category verifiably offers. verified source
  • OrangeHRM names Gulf specific HR handling, including tenure based leave, regional public holidays, rostering for continuous GCC operations and GPS geofenced mobile attendance, for the UAE, Bahrain, Kuwait, Oman, Qatar and Saudi Arabia. verified source

Limitations

  • There is no native payroll module at all. Payroll is only ever delivered through third party connectors, and the Middle East page makes no payroll, WPS or gratuity claim. verified source
  • The Starter page does not name which open source licence applies, linking both a General Public License policy and a Commercial License, so licence terms are ambiguous. verified source
  • Onboarding, training, rostering and the AI features are Advanced only, so the free Starter edition is thinner than the combined marketing implies, and no Advanced price is published. verified source

Who it suits

Organisation sizes: Small, Medium, Enterprise

OrangeHRM is the right answer to two specific requirements that nothing else in this category satisfies well. First, a genuinely free open source HR system you can host yourself, which matters where data must stay on your own infrastructure or where the budget is zero. Second, on premise deployment as a supported option rather than a legacy concession.

For a UAE or Gulf buyer it is a reasonable HR record and not a payroll answer. The regional HR features are real and specifically Gulf shaped: tenure based leave, regional public holidays, rostering for continuous operations and geofenced mobile attendance for distributed or site based workforces. That is a good fit for facilities, security, hospitality and similar sectors. But there is no native payroll at all, no WPS claim and no gratuity claim, so you will pair it with a UAE payroll product and own the connector. Budget for that explicitly.

Three further cautions. The Starter licence is ambiguous, with both GPL and commercial licence links on the same page, which matters if you intend to modify or redistribute. The Advanced price is quote gated, so comparing it against published per employee products needs a sales conversation first. And the feature split is significant: onboarding, training, rostering and AI are Advanced only, so a buyer evaluating the free edition should check feature by feature which tier each item sits in rather than reading the combined marketing.

Typical use cases: Gulf and Asian employers wanting a self hosted HR record with regional leave and attendance handling; organisations with data residency constraints; budget constrained teams starting on Starter; employers with shift based or field workforces needing geofenced attendance. Less typical: anyone needing payroll from the same vendor, and buyers who need published pricing or an enumerated integration catalogue.

Alternatives

Zoho People Zoho Corporation The closest low cost commercial alternative, also with a free edition, for up to five users. The important difference for a Gulf buyer is that Zoho has a real payroll answer, but it is the separate Zoho Payroll UAE edition with auto generated SIF files for WPS compliance at AED 45, 65 and 90, not Zoho People, whose payroll integration is labelled India and GCC only.
BambooHR BambooHR A commercial, hosted alternative with published tier pricing at 10, 17 and 25 USD per employee per month and a native payroll module, unlike OrangeHRM which has a vendor stated no for native payroll. That module is designed for US based employees only, so it does not help a UAE entity.
Factorial Factorial A hosted European SMB alternative publishing an 8 per user per month entry figure with verified payroll management, time tracking, shift management, time off and recruitment. No Gulf or WPS evidence of any kind, so the UAE payroll question stays open either way.
Bob HiBob (Hi Bob, Inc.) A considerably more polished mid market HRIS with an open API, for organisations that have outgrown a self hosted deployment. It publishes no price and describes enterprise pricing as custom, and native payroll is US and UK only with Payroll Hub an integration layer.
Darwinbox Darwinbox The Gulf capable upgrade if the reason for leaving OrangeHRM is the lack of a native payroll module. Darwinbox states native WPS SIF generation, describes MOHRE Resolution 340 and an 85 percent per employee validation threshold, and names all six GCC countries, though that evidence sits on blog and landing pages rather than the payroll product page.

Frequently asked questions

No, not itself. OrangeHRM has no native payroll module: payroll is delivered only through third party connectors. Its Middle East page does name the UAE, Bahrain, Kuwait, Oman, Qatar and Saudi Arabia and describes real regional HR features such as tenure based leave and GCC rostering, but it never mentions payroll, the Wage Protection System or end of service gratuity. UAE payroll is recorded as unknown and would require a separate payroll product.

Yes. The Starter edition is described as completely free and open source and can be self hosted on your own infrastructure or run on OrangeHRM cloud. It is a free version rather than a trial. The one caveat is that the Starter page does not state which licence applies, linking both a General Public License policy page and a Commercial License, so check the licence terms before modifying or redistributing it.
