What it is

Portfolio Manager is not a commercial energy management platform and must not be compared with one on commercial terms. It is a free online tool operated by the United States Environmental Protection Agency. The EPA describes it in its own words as a free, online utility measurement and tracking tool, and states there is no cost to you or to building owners and managers in your jurisdiction. There is no licence, no subscription and no vendor. Registration with the EPA is required to use it. Because it is a government programme rather than a product, there is no roadmap commitment, no service level agreement, no account manager and no support contract in the commercial sense, although the EPA does run a help desk and offers more than a dozen free live training sessions every month.

What it does is benchmarking, and it does that one job at national scale. Users enter building characteristics and utility data and the tool tracks more than one hundred performance metrics covering energy use, water use, greenhouse gas emissions and waste generation and disposal. The headline output is the 1 to 100 ENERGY STAR score, available for many building types, which compares a property against similar properties nationwide with adjustment for weather and operating characteristics. Fifty is the median; seventy five or above may make a building eligible for ENERGY STAR certification. Utility data entry can be automated: the EPA reports around four hundred and fifty providers exchanging data with Portfolio Manager, which removes much of the manual keying for buildings served by a participating utility. Nearly a quarter of United States commercial building floor space is benchmarked in the tool, and it also serves as the national benchmarking tool in Canada.

The United States centricity is structural, not incidental. The ENERGY STAR score is derived from United States national building stock survey data, so the comparison is against American peers. Outside the United States and Canada the score is of limited meaning even where data can be entered. This is the single most important caveat for any buyer outside North America, and it is the reason the tool cannot substitute for a commercial platform in a global portfolio.

What Portfolio Manager is not. It is not a metering or submetering platform: it accepts monthly or interval consumption data, it does not poll meters or speak building protocols. It is not a utility bill management system: it does not validate invoices, catch billing errors, model tariffs or allocate cost, which is the entire job of EnergyCAP or Spacewell Energy. It is not a fault detection and diagnostics tool and will never tell you why a building is performing badly, only that it is. It is not a power quality monitoring product. And it is not an ESG disclosure suite: it produces emissions figures but not audit ready reporting against CSRD, GRI or SEC frameworks. Many jurisdictions do, however, mandate Portfolio Manager as the compliance tool for local benchmarking and disclosure ordinances, which is often the real reason an organisation uses it.

Capabilities

Each capability carries its own verification status. “Not verified” means exactly that: it has not been checked, and must not be read as absent.

CapabilityStatusNotes
Reporting and exports Scheduled reporting and data export. Yes More than 100 performance metrics, widely used for mandated local disclosure filings. source
Portfolio benchmarking Comparing buildings across a portfolio on normalised metrics. Yes Core function. 1 to 100 ENERGY STAR score comparing against similar US buildings, weather normalised. source
Carbon and emissions reporting Converting consumption into emissions for reporting. Yes Tracks greenhouse gas emissions metrics. Not framework specific disclosure reporting. source
Water and gas tracking Tracking utilities beyond electricity. Yes Water use is tracked explicitly, as is waste. Gas appears as an energy source rather than a separate module. source
Mobile access Mobile or responsive access to dashboards and alerts. Not verified No statement found.
Documented API A publicly documented API for integration. Not verified A Portfolio Manager web services interface is widely referred to, but no official EPA page confirming it was successfully retrieved in this pass. Two candidate URLs returned HTTP 404. Left unknown rather than asserted.
Dashboards Configurable dashboards for consumption and cost. Not verified The pages reviewed do not describe dashboards as such.
BMS and building integration Taking data directly from building management systems. Not verified No BMS integration. No statement found.
Demand and load management Managing peak demand and load shifting. Not verified No statement found.
Fault detection and diagnostics Identifying equipment faults from system behaviour. Not verified Not a diagnostic tool. It reports performance, not causes.
Anomaly detection Detecting abnormal consumption against a baseline. Not verified No statement found.
Scope 1, 2 and 3 accounting Emissions accounting across reporting scopes. Not verified Emissions are tracked but no statement on Scope 1, 2 or 3 accounting structure.
Tariff and cost analysis Modelling tariffs and validating charges against them. Not verified No statement found.
Utility bill management Capturing, validating and allocating utility invoices. Not verified No bill validation or cost recovery function described. It is a tracking tool, not a bill management system.
Energy metering and submetering Collecting and storing meter data, including submeters. Not verified Accepts consumption data including automated utility data exchange, but does not poll meters or speak building protocols.

Strengths and limitations

Strengths

  • Genuinely free, operated by the US EPA, with no licence cost to building owners or managers, plus a free help desk and more than a dozen free live training sessions each month. verified source
  • The 1 to 100 ENERGY STAR score is a nationally recognised, weather normalised peer comparison that no commercial product can replicate, because it derives from EPA national building stock data. verified source

Limitations

  • United States centric by design. The score compares against American building stock, so it has limited meaning for portfolios outside the US and Canada. editorial
  • Benchmarking only. No invoice validation, no tariff modelling, no fault diagnosis and no building system integration, so it cannot replace a commercial platform for operational or financial energy work. editorial

Who it suits

Organisation sizes: Small, Medium, Enterprise

Portfolio Manager is close to mandatory for anyone who owns or manages commercial buildings in a United States city or state with a benchmarking and disclosure ordinance, because many of those jurisdictions name it as the compliance tool. It is also the right starting point for any North American organisation that wants a credible, free, externally recognised performance baseline before spending money on software. Small organisations, single building owners, school districts, nonprofits and public bodies with no software budget get genuine value from it at zero cost, and that is not a compromise: for pure benchmarking against national peers nothing commercial does it better, because the underlying dataset is the EPA own.

It is the wrong tool as a sole solution for anyone with an operational energy problem, anyone outside the United States and Canada who needs meaningful peer comparison, anyone who needs invoice validation and cost recovery, and anyone needing framework specific ESG disclosure. Large multinational portfolios typically use it alongside a commercial platform rather than instead of one, feeding data into it for the score and the local compliance filing while running the real analysis elsewhere. Several commercial vendors in this category position themselves explicitly as feeding or submitting to Portfolio Manager, which is a useful signal: in practice it is a benchmarking endpoint in a wider stack, not the stack itself. Teams should also factor in the data entry effort, which is real where the serving utility is not one of the participating data exchange providers.

Alternatives

EnergyCAP EnergyCAP The usual commercial complement rather than a replacement. EnergyCAP supports ENERGY STAR benchmarking, and adds the things Portfolio Manager does not do at all: bill auditing and approval before payment, account and meter tracking, campus chargebacks, cost avoidance and a general ledger export. Note that support for ENERGY STAR benchmarking is not the same as automated filing or submission, which is not supported by the available evidence. Commercial pricing, not published.
EnergyElephant EnergyElephant The nearest thing to a low friction commercial equivalent, with a free limited version requiring no hardware and no credit card. Covers energy, water, waste and carbon with Scope 1, 2 and 3 tracking, automated utility bill validation, dashboards and a meter reading app, and is not US specific. What does not carry over: nothing replicates the 1 to 100 ENERGY STAR score, which derives from EPA national building stock data, and benchmarking could not be verified from published sources.
EcoStruxure Resource Advisor Schneider Electric The enterprise option for organisations that have outgrown free benchmarking: bills, metering, water and gas, benchmarking, dashboards, carbon reporting, anomaly detection and energy procurement support in one platform. What does not carry over: no ENERGY STAR score, enterprise only targeting, no published pricing and normally bundled with advisory services, so the cost difference against a free tool is very large.
MRI Energy MRI Software For portfolios needing audited, standards based reporting rather than a peer score. Names explicit ISO 50001 and Greenhouse Gas Protocol support, with metering, bill validation, tenant billing, water and gas, carbon reporting and strong named protocol support. What does not carry over: no ENERGY STAR score, benchmarking could not be verified from published sources, and it is commercial enterprise software rather than a free tool.

Frequently asked questions

Yes. The EPA calls it a free, online utility measurement and tracking tool and states there is no cost to building owners or managers. Registration with the EPA is required. Third-party services that prepare or submit your data are separate commercial products with their own costs.

It is also the national benchmarking tool in Canada. Elsewhere the ENERGY STAR score is of limited value because it compares against United States building stock data. Non North American portfolios should not rely on it for peer comparison.

No. It benchmarks and tracks; it does not validate utility invoices, model tariffs, detect equipment faults, integrate with building management systems or produce framework specific ESG disclosures. Most large portfolios use it alongside a commercial platform, often because a local ordinance mandates it.
