What it is

Euna Procurement is part of the Euna Financial Suite, alongside Euna Budget, Euna Grants, Euna Payments and the Euna Supplier Network, and Euna describes the suite as designed exclusively for the public sector. The functional span is genuinely full-cycle: centralised request management for receiving and approving procurement requests; a Sourcing module for building solicitations faster with reusable templates and real-time co-authoring; supplier self-service registration and document collection so suppliers can register and start bidding; bid evaluation with customisable digital scorecards and automatic price tabulation; a Contracting module with centralised contract creation and a visual workflow builder; Euna Marketplace offering pre-approved suppliers and contract pricing for below-threshold purchasing; invoice validation and reconciliation with two and three-way matching against purchase orders and receipts; and dashboards by supplier, category, department and contract.

Two capabilities deserve particular mention because they are rare in this category. The bid scoring evidence is the most explicit of any product profiled here: customisable digital scorecards with automatic price tabulation, which maps directly onto statutory public sector evaluation and transparency requirements. And three-way matching is named explicitly as two and three-way matching, which many larger suites describe only vaguely.

What it does not cover should be read carefully. Budget control is not stated inside procurement at all: Euna Budget is a separate product and a separate purchase, so do not assume budget enforcement comes with procurement. E-auctions and reverse auctions are not mentioned anywhere, so sourcing is solicitation-based rather than auction-based. Purchase order management is referenced inside invoice matching and marketplace cart optimisation but is not marketed as a module, so it is recorded as supported with that caveat. No deployment model is published anywhere, which is unusual: the product page covers encryption, redundancy and failover and disaster recovery but never says cloud, so all three deployment values are recorded as unknown rather than assumed. No pricing is published, with the page offering request pricing and a FAQ mentioning various tiers without detail. And no public developer documentation could be located.

On integrations, a specific honesty point. The product page claims support for more than 25 ERPs and more than 150 API routes with webhook capabilities, but it names no specific ERP anywhere. So the REST API and webhooks are recorded on the strength of that FAQ, and no named ERP integration is published here. Do not read the 25-plus ERPs claim as covering any particular system: establish your own ERP in writing.

Naming and lineage were checked specifically, and one finding is a trap worth flagging. The product is currently called Euna Procurement, the vendor is Euna Solutions, and the correct domain is eunasolutions.com. euna.com is a different and unrelated company, Euna Underwriting Limited, a UK specialty insurer with no procurement product and no public sector content; euna.com/solutions/procurement/ returns 404. Euna Solutions was formed by a May 2023 corporate rebrand of GTY Technology Holdings, which had itself been assembled from acquired government technology brands including Bonfire in procurement and sourcing. Euna relaunched Euna Procurement in August 2024 as a full-cycle offering purpose-built for the public sector, which was a relaunch rather than a rename, and acquired EqualLevel in February 2024 to enable full procure-to-pay, which is the origin of Euna Marketplace. Later acquisitions, AmpliFund in March 2025 and GrantExec in January 2026, are grants rather than procurement. No further company-level rebrand and no acquisition of Euna itself was found in 2025 or 2026.

Strengths and limitations

Strengths

  • The most explicit bid-scoring capability in this category: customisable digital scorecards with automatic price tabulation, which maps directly onto statutory public sector evaluation and transparency requirements. verified source
  • A genuine supplier self-registration portal with document collection, plus a separate cross-customer Euna Supplier Network that compounds in value as more agencies join. verified source
  • Explicit two and three-way matching against purchase orders and receipts, stated more plainly than several much larger suites manage, alongside a marketplace of pre-approved suppliers at contract pricing for below-threshold buying. verified source

Limitations

  • Budget control is not stated inside procurement: Euna Budget is a separate product and a separate purchase. No e-auctions or reverse auctions are mentioned anywhere, and purchase order management is not marketed as a module. verified source
  • The 25-plus ERP and 150-plus API route claims are unnamed, unquantified vendor FAQ assertions with no supporting documentation page, no deployment model is published anywhere, and no pricing exists. The product is also the result of stitched acquisitions, Bonfire for sourcing and EqualLevel for the marketplace, so module integration depth is worth probing. editorial

Who it suits

Organisation sizes: Not stated

Euna Procurement fits public sector buyers and effectively nobody else: United States and Canadian state and local government, municipalities, school districts, higher education and special districts. The sector focus is a vendor statement rather than an inference, and it is the single most important fit criterion. For that buyer the design choices line up with statutory process: digital scorecards with automatic price tabulation for defensible evaluation, supplier self-registration so the bidder pool is open and auditable, contract workflow automation with audit trails, explicit two and three-way matching, and a marketplace of pre-approved suppliers at contract pricing for small-dollar purchases that would otherwise consume procurement staff time. The Euna Supplier Network spans customers, which compounds the value as more agencies join.

It fits poorly for commercial and private sector buyers, by design. Within the public sector, weigh four things. First, budget control sits in Euna Budget, a separate product and purchase, so confirm what you are actually buying. Second, there are no auctions, so if reverse auctions are part of your statute or practice, this is not the tool. Third, the 25-plus ERP and 150-plus API route claims are unnamed and unquantified vendor FAQ assertions with no supporting documentation page, so get your specific ERP and integration requirements in writing. Fourth, the product is the result of stitched acquisitions, Bonfire for sourcing and EqualLevel for the marketplace, so probe how well the modules actually integrate rather than taking the suite framing at face value. Euna states no organisation size bands, so all three size flags are left unset here.

Typical use cases: a municipality or county running statutory solicitations with scored evaluations and a public audit trail; a school district or university managing supplier registration and bid tabulation; moving below-threshold purchasing onto pre-approved marketplace contracts; reconciling invoices against purchase orders and receipts with three-way matching.

Alternatives

JAGGAER One JAGGAER, LLC (Vista Equity Partners) The strongest public sector alternative in the full source-to-pay class. JAGGAER states solicitation management with public bid publishing, five auction formats, multi-criteria weighted scoring, n-way matching with tolerances, budget committed at requisition and named Ellucian Banner and Colleague connectors, with a reference 64-campus system. Not carried over: Euna exclusively public sector design, its digital scorecards with automatic price tabulation, and its pre-approved marketplace.
Oracle Fusion Cloud Procurement Oracle Corporation A targeted alternative for agencies whose binding requirement is commitment accounting, which Euna does not address: Oracle ships native budgetary control and encumbrance accounting, so budget is committed at requisition rather than sitting in a separate product. It also publishes a list price and a fully public API. Not carried over: invoice capture and three-way matching, which live in the separately licensed Payables pillar, and Euna public-sector-specific workflow.
Ivalua Ivalua (Ivalua SAS, with Hg as an investor since 2024 alongside founder and management holders) A full source-to-pay alternative with the strongest government compliance set here, covering a FedRAMP-equivalency 3PAO audit and NIST 800-53 for US GovCloud, IRAP for Australia GovCloud, GDPR and data residency, plus stated three-way matching, real-time budget control inside the product and eAuctions in named formats. Not carried over: Euna exclusively public sector focus and its digital scorecard evaluation detail.
Zycus Zycus Infotech Private Limited, founder and promoter owned A source-to-pay alternative whose sourcing evaluation comes closest to the scorecard rigour public sector buyers need, stating multi-round RFx with best-and-final-offer rounds, line-by-line bid comparison and weighted scoring across price, quality, delivery, ESG and risk. Not carried over: Euna public sector design, supplier self-registration for an auditable bidder pool, its pre-approved marketplace, and Zycus states that goods receipt and payment stay in the ERP.

Frequently asked questions

No, and this is a trap. The correct domain is eunasolutions.com. euna.com is a different and unrelated company, Euna Underwriting Limited, a UK specialty insurer with no procurement product and no public sector content, and euna.com/solutions/procurement/ returns 404.

Euna Solutions was formed by a May 2023 corporate rebrand of GTY Technology Holdings, which had been assembled from acquired government technology brands including Bonfire in procurement and sourcing. Euna then relaunched Euna Procurement in August 2024 as a full-cycle public sector offering, which was a relaunch rather than a rename, and acquired EqualLevel in February 2024, the origin of Euna Marketplace. No further company-level rebrand and no acquisition of Euna itself was found in 2025 or 2026.

Not within procurement. The procurement page does not state budget control, and Euna Budget is a sibling product in the Euna Financial Suite bought separately. Confirm which modules a quote actually covers.
